A proposed Airline Traveler's Bill of Rights has been overturned on appeal in a New York appellate court. The ruling says that the state cannot "penalize airlines for not giving enough fresh air or water to passengers stuck on the tarmac for more than three hours," nor can carriers get in trouble with the state for not having working restrooms and power. But that doesn't mean all of the above won't be implemented anyway. Airlines fall under federal jurisdiction, not state, so the ruling basically reinforces the separation between the two: ensuring states can't make up their own rules about "flight-attendant fashion or beverage choice"... though a mandatory costume change every time state lines are crossed could be really cool.
